Yet, progress on these and many issues is stymied by the Senate filibuster. \n\nProponents of the filibuster assert it promotes bipartisanship and prevents any one extreme from passing laws. Opponents say that the filibuster enables a minority of senators to thwart the will of the majority and is a product of the racist campaigns against civil rights legislation.
