As recent DHS policy changes have limited access to bond hearings, habeas petitions have become a critical avenue for detainees contesting prolonged or indefinite detention—particularly in Texas, home to the nation’s largest immigration detention system.\n\nParticipants will learn the legal foundations of immigration habeas petitions under 28 U.S.C. § 2241, common types of detention challenges, and key procedural requirements, including emergency relief strategies.
